The Formal Classroom Observations clause establishes the procedures and expectations for observing teachers in a classroom setting as part of performance evaluation or professional development. Typically, this clause outlines who may conduct the observation, how much advance notice must be given, the frequency and duration of observations, and the process for providing feedback to the teacher. Its core practical function is to ensure that classroom observations are conducted in a structured, fair, and transparent manner, supporting both accountability and professional growth.
Formal Classroom Observations. Formal observations are primarily initiated by the principal or designee. Employees may, however, request a formal observation. These are not less than 30 minutes in duration and are conducted by the principal, director or his/her designee. The 30 minute time period may be shortened by mutual agreement between the principal and the affected employee. All observations of employees for the purpose of assessment shall be conducted openly with the full knowledge of the employee. A conference is conducted after each formal observation. The FPMS or other educationally sound observation instruments which may be used for formal observations.
Formal Classroom Observations. The Supervising Administrator or designee per Article
1764 9.1. B and E above, for each full-time faculty member in the department may conduct 1765 one or more classroom visitations each year. The observation should be at least one contact 2161 hour in duration. No formal observation of a faculty member shall be conducted covertly or 2162 without prior notice. Faculty teaching distance learning courses must give permission for the 2163 Supervising Administrator to have “student level” access to their course(s) upon request for 2164 evaluation purposes for a period not to exceed seven calendar days. Faculty who teach both 2165 online and face-to-face shall be observed once face-to-face and once online for their 2166 evaluation cycle. 2167 I. Faculty Self-Evaluation Performance Review: Faculty will complete the applicable 2168 contractual responsibilities outlined in the appropriate appendix and document this review 2169 on the evaluation form.
Formal Classroom Observations a. No formal observations will occur in the first three (3) weeks or the last ten (10) student days of the year. No formal observations shall be conducted the day before or after a day of vacation. Formal observations shall be for a continuous length of time no shorter than thirty (30) minutes or longer than ninety (90) minutes.
b. During the school year of the teacher’s performance review, the principal and teacher shall mutually agree upon dates for a pre-conference, observation and post- conference. The post-conference must be no later than ten (10) days following the observation.
c. The principal’s written observation comments shall be reviewed at the post- conference. The principal shall sign and date the comments. The teachers shall sign as having been given the opportunity to review the comments and date the comment sheet. The teacher’s signature does not necessarily mean agreement with the comments. The teacher shall be provided a copy of the observation comments.
Formal Classroom Observations. For classroom teachers each formal classroom observation is to be an in- depth observation, which means at least thirty (30) minutes in length. The first observation cycle will include 1 formal Holistic classroom observation and must be completed on or before the last day of the first semester. The second observation cycle will include a formal focused classroom observation and must be completed on or before April 30, unless the bargaining unit member requests an earlier observation mutually agreed upon by both the bargaining unit member and the evaluator. Both observations will be announced. A teacher who is being considered for nonrenewal will have a third formal focused observation by May 1 which will announced. If after the second (2nd) focused formal observation, the bargaining unit member is no longer being considered for non-renewal, the Superintendent may waive the third (3rd) observation. The post-observation conference for the third formal observation, if needed, must be completed by May 10. If an improvement plan is issued to the teacher it will commence in the subsequent school year.

Following a formal observation, a bargaining unit member may request that subsequent formal observations are conducted by another qualified evaluator, if available, by submitting a written request to the Employer describing, in detail, the bargaining unit member’s objection to the prior evaluation and the need to assign a different evaluator. The Employer shall attempt to accommodate such requests.
