Formal Grievance - Step 3. a. If the grievant is not satisfied with the decision rendered pursuant to Step 2, he may appeal the decision within five (5) working days to the County Executive. The employee may be represented by an authorized representative of the Union. b. The Step 3 appeal shall be considered a formal request for a meeting and a written decision by the County Executive or his/her designee. The meeting should be held within twenty (20) working days from receipt of the appeal to Step 3. c. The County and the Union agree to make every effort to schedule Step 3 grievance meetings as expeditiously as possible. The intent of the parties is to hear all grievances within forty (40) working days of the appeal. d. There shall be two (2) tracks to solve the problem at Step 3. The Union shall reserve the right to choose either: (1) Mediation as described in Section 5.11 or (2) Third step appeal as described in Section 5.12.
