Formal Observation and Classroom Walkthrough Sequence. A. All instructors who meet the definition of "teacher" under R.C. 3319.111 and this policy shall be evaluated based on at least two (2) formal observations of at least thirty (30) minutes each and periodic classroom walkthroughs each school year.
B. Teachers on a limited contract who are under consideration for renewal/nonrenewal shall receive at least three (3) formal observations in addition to periodic classroom walkthroughs unless the Superintendent waives the third observation.
C. A teacher who receives a rating of "Accomplished" on his/her most recent evaluation may be evaluated every three (3) years, as long as the teacher's academic growth measure for the most recent year for which data is available, is average or higher. If the determination is made to evaluate every three (3) years, the teacher will nevertheless be provided with at least one (1) observation in any year that such teacher is not formally evaluated.
D. Teachers who receive an with a majority of Ineffective or Developing marks/scores may request and will be granted a third observation. The Superintendent shall not waive a third observation that is requested under this situation. Evaluations will be completed by May 1st and each teacher will be provided a written report of the results of his/her evaluation by May 10th. Written notice of nonrenewal will be provided by June 1st. In evaluating teacher performance in these areas, the Board shall utilize the measures set forth by the Ohio Department of Education’s OTES "Teacher Performance Evaluation Rubric" for instructional planning, instruction and assessment, and professionalism, set forth herein in the Appendix. Each teacher evaluated under this policy shall annually complete a "Self-Assessment" utilizing the Self Assessment Summary Tool set forth herein as "Teacher Evaluation Form."

All instructors who meet the definition of “teacher” under R.C. 3319.111 and this policy shall be evaluated based on two (2) formal observations of at least 30 minutes each and periodic classroom walkthroughs each school year. • Teachers on a limited contract who are under consideration for renewal/nonrenewal based on performance shall receive three (3) formal observations of at least 30 minutes unless the Superintendent and/or designee waives the third observation. • A teacher who has been granted a continuing contract by the board of education and who receives a rating of “Accomplished” on his/her most recent evaluation shall be evaluated every third school year as long as the teacher’s student growth measure for the most recent school year for which data is available is average or higher. • A teacher who receives a rating of “Skilled” on his/her most recent evaluation shall be evaluated every other school year as long as the teacher’s student growth measure for the most recent school year for which data is available is average or higher. Evaluations will be completed by May 1st and each teacher will be provided upon request a written report of the results of his/her evaluation by May 10th. Written notice of nonrenewal will be provided by June 1st. Formal Observation and Classroom Walkthrough Sequence. Pre-conferences will begin no later than five (5) working days before each Observation. Observation date will be determined during the pre- conference. All instructors who meet the definition of “teacher” under O.R.C. Section 3319.111 and this policy shall be evaluated based on at least one formal observation and periodic walkthroughs and a summative rating each school year (unless covered in the below contingencies):
(1) Teachers on a limited contract who are under consideration for renewal shall receive at least two formal observations in addition to periodic classroom walkthroughs and a summative rating.
(2) Teachers on a limited contract who are under consideration for non-renewal shall receive at least three formal observations in addition to periodic walkthroughs and a summative rating.
(3) Teachers receiving a rating of accomplished may be evaluated every three years. This will result in staggering of teacher evaluation years.
(4) Teachers receiving a rating of skilled may be evaluated every two years. This will result in staggering of teacher evaluation years.
(5) In any year in which a teacher who has not been formally evaluated as a result of having previously received a rating of accomplished or skilled, a credentialed evaluator shall conduct at least one observation of the teacher and at least one conference with the teacher.
(6) Teachers who have been on leave for 50 percent of the school year or have submitted notice of retirement, and that retirement has been accepted by the Board before December 1st of the school year do not have to be evaluated.
(7) The Board does not have to evaluate a teacher who is participating in a teacher residency program under R.C. 3319.223 for the year during which that teacher takes, for the first time, at least half of the performance-based assessment prescribed by the State Board of Education for resident educators. Evaluations will be completed by May 1st and each teacher will be provided a written report of the results of his/her evaluation by May 10th. A minimum of one (1) walkthrough/informal observation shall be included in each evaluation cycle, absent extenuating circumstances.
3.4.2 Teachers who are employed under a limited contract and who are under consideration for nonrenewal shall receive at least three formal observations in addition to periodic classroom walkthroughs. The second and third observations will concentrate on identified focus area(s) from the first holistic formal observation. An administrator will inform the teacher that she or he is under consideration for nonrenewal.
