Permit or suffer the ratio of Funded Debt to Total Capitalization to be (i) greater than 0.35 to 1.00 at any time on or after the Effective Date to but excluding December 31, 2001 or (ii) equal to or greater than 0.25 to 1.00 on December 31, 2001 or at any time thereafter.
