General Guidance. The evaluation will be limited to the information provided by ▇▇▇▇▇▇▇’s and nothing will be assumed. To meet the minimum requirements, the Offeror shall furnish enough definitive, supportive information on the factor areas to effectively describe the Offeror’s capability to adequately support the solicitation requirements. The evaluators will utilize the Offeror’s response to the solicitation as a vehicle for validating the Offeror’s understanding and capability to perform as it relates to each of the evaluation criteria. The Offeror’s proposal is presumed to represent its best efforts to respond to the solicitation. All inconsistencies, whether real or apparent, between promise performance and price shall be explained in the proposal. Unexplained inconsistencies resulting from the Offeror’s lack of understanding of the nature and scope of work for the overall solicitation or their lack of financial ability to perform the contract may be grounds for not receiving an award.
