General Guidance. The Technical Volume shall be specific and complete. In the Technical Volume, address the proposed approach to meeting the performance or capability requirements of each technical Factor. a) Marketing presentations are not wanted and will not be evaluated. Offerors must demonstrate capabilities required for all evaluation factors. b) Legibility, clarity, and coherence are very important. c) Responses will be evaluated against Section M, Evaluation Factors. d) Provide as specifically as possible, the actual methodology for accomplishing and satisfying the requirements.
