GENERAL WORK RULES. Except to the extent modified by the provisions of this Agreement, the Employer reserves and retains solely and exclusively all of its legal rights to manage the operations of the Hocking County 911. The rights of the Employer shall include, but shall not be limited to its right to establish, change or abolish policies, practices, rules, or procedures for the conduct of the Hocking County 911 office, its employees and its service to the citizens of Hocking County, Ohio, consistent with the provisions of this Agreement.
