Underground hydraulic piping is utilized from the power unit to the ▇▇▇▇ cylinder. The elevator equipment room is located on basement level through police department access door. The equipment for this elevator is maintained however, operating past its designed service life. Environmental conditions to the elevator are having an impact on the equipment. It is VTX’s opinion this elevator be placed on the modernization recommended list. Elevator #2 at this facility consists of a hydraulic ▇▇▇▇ Elevator with Otis LRS – 3 controls installed in the year 1986. The elevator has a twenty-five hundred pounds (2,500lbs) capacity with a one hundred and twenty-five feet-per-minute (125 ft/min) operating speed. ▇▇▇▇ Elevator currently manufactures parts and components however, parts of this vintage are becoming more difficult to acquire. This elevator serves the jail portion of the facility for prisoner transportation. The elevator car door operator utilized is manufactured by GAL. The hoistway door equipment is manufactured by ▇▇▇▇ Elevator. This elevator currently serves three (3) floors, basement level, first floor and second floor. During examination it was observed that a third floor was previously served which is no longer in use. This elevator is maintained however, original equipment is thirty-three (33) years of age from original installation date. VTX recommends this elevator be placed on list of equipment to be modernized. Elevator #1 is a hydraulic passenger elevator manufactured by Dover Elevator, utilizing DMC 1A controls installed in the year 1996. The elevator has a two thousand pounds (2,000lbs) capacity with a one hundred feet-per-minute (100 ft/min) operating speed. The power unit is a Dover Rota- Flow submersible design with Dover cab fixtures and a Dover HD-85 door operator. Dover Elevator has been acquired by ThyssenKrupp Elevator (TKE). The Dover DMC 1A controller is no longer manufactured; however, materials are still available. This elevator serves two (2) floors and is currently well maintained. In the currently proposed work, ▇▇▇▇▇ ▇▇▇▇▇▇▇ will provide the City of Tempe (COT) with services to carry out Phase II archaeological investigations, analyze the collected data, and prepare a Phase II data recovery report that summarizes the previously completed Phase I fieldwork and the results of the Phase II investigations. The proposed ▇▇▇ ▇▇▇▇▇▇ MUP utilizes Federal Highway Administration (FHWA) and Arizona Department of Transportation (ADOT) funds from the Congestion Mitigation & Air Quality Improvement Program, and as such the project is considered a federal undertaking subject to Section 106 (54 U.S. Code [USC] § 306108) of the National Historic Preservation Act (NHPA; 54 USC 300301, et seq.), and its implementing regulations (36 Code of Federal Regulations [CFR] Part 800). ADOT is responsible for managing the Section 106 consultation for this undertaking on behalf of FHWA. The project must also comply with the regulations implementing the Arizona Antiquities Act (AAA; Arizona Revised Statutes [ARS] Title 41 § 841 et seq.), the Arizona Burial Law as it pertains to municipal land (ARS Title 41 § 844), and the COT Historic Preservation Ordinance (Chapter 14A). The area of potential effects (APE) is a COT-owned right-of-way (ROW) and roadway easement that includes ▇▇▇ ▇▇▇▇▇▇ and a 32-ft-wide abandoned rail line segment located north of ▇▇▇ ▇▇▇▇▇▇ between Rural Road and ▇▇▇▇▇▇ ▇▇▇▇ (the former Maricopa & Phoenix & Salt River Valley Railroad [M&P&SRV RR]). It also includes a Salt River Project Manager(SRP) easement and United States Bureau of Reclamation (BOR) easement, including a 9.3-ft-wide strip of SRP land, a 12.5-ft-wide strip of SRP land for the relocation of the Hayden Canal, and an irrigation facility crossing the former M&P&SRV RR ROW. The APE is entirely situated within the boundary of AZ U:9:165(ASM), a multicomponent archaeological site that has been determined eligible for listing in the National Register of Historic Places (NRHP) under Criterion D (information potential; 36 CFR § 60.4[d]). In addition, the APE intersects three historic linear resources: AZ FF:9:17(ASM)/▇▇▇▇▇▇▇▇ Highway, AZ U:9:189(ASM)/Tempe-Hayden Canal System, and AZ U:9:298(ASM)/M&P&SRV RR. All three of these historic structures have been determined eligible for inclusion in the NRHP under Criterion A (events; 36 CFR § 60.4[a]). The APE also intersects the mapped locations of at least five prehistoric canal segments that cross the APE. The current status of the ▇▇▇ ▇▇▇▇▇▇ MUP undertaking is as follows: The initial consultation for the project under ADOT’s state-wide Programmatic Agreement (PA) is complete. Consultation occurred for a Class III survey (AMEC 2018), preparation and review of a Historic Properties Treatment Plan (HPTP) (▇▇▇▇▇▇▇ 2018), an in-field meeting following completion of Phase I archaeological testing that resulted in a recommendation for Phase II archaeological data recovery, an in-office consultation meeting with various stake holders and tribal governments focused on developing a plan for Phase II data recovery, and an initial coordination meeting with representatives of the Four Southern Tribes (4ST) concerning the implementation of Phase II data recovery within the APE (Task 1). Task 1, the initial coordination meeting to discuss the implementation of Phase II data recovery with representatives of 4ST and the COT occurred on October 2, 2019, and focused on how the ▇▇▇ ▇▇▇▇▇▇ MUP Phase II data recovery project would approach the investigation of a large prehistoric architectural feature known as “Feature 7.” The meeting participants agreed that Feature 7 is a Traditional Cultural Property (TCP) known as a “va’aki” to the ▇’▇▇▇▇▇ and a platform mound or tower to archaeologists. The meeting participants recommended that the COT develop a work plan specific to Feature 7 that could be incorporated into an addendum to the approved HPTP (▇▇▇▇▇▇▇ 2018). The work plan for Feature 7 would include two parts: a set of archaeological methodologies specifically focused on evaluating the age, form, and function of Feature 7, and an ethnographic component exploring traditional knowledge on vapakis (plural of va’aki), their significance in ▇’▇▇▇▇▇ culture, and the significance of the ▇▇▇ ▇▇▇▇▇▇ MUP project vicinity in ▇’▇▇▇▇▇ history. Task 2 of the ▇▇▇ ▇▇▇▇▇▇ MUP Phase II Data Recovery Project involved a survey, archival research, and preparation of an NRHP evaluation and Section 4(f) (23 USC § 138; 49 USC § 303) of the Department of Transportation Act (DOTA; Pub. L. 89-670, 80 Stat. 931) assessment of the segment of AZ U:9:298(ASM)—i.e., the former M&P&SRV RR—within the APE (▇▇▇▇▇▇▇ 2019). Task 2 was completed at the request of ADOT because removal of a portion of the railroad comprising AZ U:9:298(ASM) within the APE will be necessary for implementation of the Phase II data recovery archaeological work. The assessment recommended that the segment of AZ U:9:298(ASM) within the APE is a contributing element to that historic property’s overall NRHP eligibility under Criterion A (36 CFR § 60.4[a]). However, ▇▇▇▇▇ ▇▇▇▇▇▇▇ recommended that the ▇▇▇ ▇▇▇▇▇▇ MUP project would not have an adverse effect on the railroad and hence would be considered a de minimus use of the property under Section 4(f) of the DOTA, assuming certain treatment recommendations were followed. Those treatment recommendations included preparation of a work plan addendum to the approved HPTP that would guide archeological data recovery on the segment of AZ U:9:298(ASM) within the APE. The recommended archaeological data recovery focused on AZ U:9:298(ASM) would occur in conjunction with the archaeological investigations of AZ U:9:165(ASM). The treatment recommendations also included the eventual return and rehabilitation of the railroad segment that would be removed during Phase II data recovery. The COT concurred with recommendations pursuant to Section 106 of the NHPA, the assessment of the project’s de minimus use of the historic property under Section 4(f) of the DOTA, and the treatment recommendations outlined by ▇▇▇▇▇▇▇ (2019). ADOT made the ultimate determinations of NRHP eligibility, effect, and de minimus use, and the State Historic Preservation Office (SHPO) subsequently concurred ([ADOT] to ▇▇▇▇▇▇ [SHPO], February 11, 2020; SHPO concurrence, February 12, 2020). Task 3 is ongoing and consists of preparing a work plan addendum to the approved HPTP that compiles and synthesizes the specialized methodologies that archaeologists have employed in previously excavated platform mounds and identifying contemporary research domains for platform mound research. ▇▇▇▇▇ ▇▇▇▇▇▇▇ is consulting primary document resources directly related to Feature 7, which include, but are not limited to, the results of Phase I testing within the APE, previous archaeological survey and excavation reports of platform mounds, and historical photographs of and newspaper articles pertaining to the APE. The task will also engage a socio-cultural anthropologist to develop an ethnographic research agenda focused on examining ▇’▇▇▇▇▇ vapakis and the importance of the area around the ▇▇▇ ▇▇▇▇▇▇ MUP APE in ▇’▇▇▇▇▇ history. The ethnographic research agenda will establish the questions to be asked during interviews with cultural experts of the 4ST. Finally, Task 3 includes the development of a work plan to investigate the approximately 1,000-ft-long segment of AZ U:9:298(ASM) within the APE that was identified for temporary removal (▇▇▇▇▇▇▇ 2019). This will include identifying primary resources (i.e. historical documents) related to the construction, use, multiple sales, maintenance, and finally the abandonment of the former M&P&SRV RR. These resources will be used to develop a field methodology focused on recording aspects of the railroad’s design, materials, construction, and history of use before the railroad segment is removed and a plan to systematically remove the railroad segment without damaging sensitive archaeological features lying immediately below it (i.e., Feature 7 of AZ U:9:165[ASM]). Historic and prehistoric features have been found within the APE, and the goal of Phase II data recovery (Tasks 4-10) is to recover information to address research questions established in the HPTP and addendum HPTP through excavation of Feature 7, the recovery of human remains, and excavation of a sample of other cultural features. All work will be completed in accordance with the standards and criteria set forth by consultation with Tribal Historic Preservation Officers (THPOs), ADOT, the COT Historic Preservation Officer (HPO), SHPO, the Arizona State Museum (ASM), and the repository selected for this project (to be decided).
