The goals and outcomes for the PROGRAM will adhere to guidelines and expectations set forth by the U.S. Department of Housing and Urban Development’s HEARTH Act as well as the County of Orange. 1. Reduction in First Time Homeless 2. Overall Reduction in Number of Persons Who Experience Homelessness 3. Reduction in the Length of Time Homeless 4. Successful Resolution of Housing/Homeless Crisis 5. Reduction in Recidivism (subsequent return to homelessness)
