Governmental Rule. Any law, rule, regulation, ordinance, order, code, permit, interpretation, judgment, decree, or similar form of decision or declaration of any Governmental Authority having the effect and force of law. Further, any fuel security or similar programs intended to address winter fuel scarcity and changes to price caps of reserves or other ISO-NE products, which have a material effect on the services and transactions contemplated by this ESA, including changes that increase or decrease Competitive Supplier’s costs.
