Grants Administration. 1. Grant funds, may not be used for any purpose other than that for which they are awarded. Unobligated funds shall carry over to the following Fiscal Year for reallocation to the applicable Grant, unless otherwise provided in this Agreement or the Compact, as amended. 2. All terms and conditions imposed on the Government of the Republic of the ▇▇▇▇▇▇▇▇ Islands shall apply to Sub-Grantees. 3. The President of the Republic of the ▇▇▇▇▇▇▇▇ Islands, acting on behalf of the national and local governments of the Republic of the ▇▇▇▇▇▇▇▇ Islands, shall be responsible for all certifications to the Government of the United States pursuant to this Agreement.
