Hearing Process. 1. The employee filing the appeal and all other potentially affected employees will be notified of the date, time and place of the hearing not less than two (2) working days in advance of the hearing. 2. The neutral member shall serve as Chair of the Layoff Arbitration Panel. 3. The hearing shall be conducted in accordance with standard administrative hearing procedures used by the Civil Service Commission. 4. In addition to hearing such evidence and witnesses as the parties, including any employees potentially affected by the appeal, may call, the Layoff Arbitration Panel may question witnesses and call such witnesses as they deem appropriate.
