Implementing provisions. The implementation provisions for this cross-border programme are based on the Commission Regulation (EC) No 718/2007 (hereinafter referred to as the 'IPA Implementing Regulation'), implementing Council Regulation (EC) No 1085/2006 establishing an Instrument for Pre–accession Assistance, as amended by Regulation (EU) No 80/2010 of 28 January 2010. In line with Article 10(2) IPA Implementing Regulation, both partners will be managing the programme according to the centralised management model where the EU Delegation to the former Yugoslav Republic of Macedonia and the European Commission Liaison Office (ECLO) to Kosovo will be the Contracting Authorities38. The programme implementing provisions are based on the principle of both Kosovo and the former Yugoslav Republic of Macedonia being equal partners and having an equal role in the cross-border cooperation management structures. The joint management of the programme will ensure local ownership, wider involvement, better planning and will create the base for genuine cross-border activities.
