Initial Best Value Determination. Cost scoring results will be added to the initial average written technical proposal scores to generate an initial best value score by firm. Firms shall be ranked in initial best value score order (highest to lowest). Should any firm withdraw their proposal during the proposal evaluation process, NYSDOT will remove that firm’s technical and cost information from the Best Value evaluation documentation and shall recalculate the remaining field’s technical and cost scores (without the withdrawn firm’s information).
