Interruptions Due to Upstream or Downstream Facilities. In instances in which an interruption on Transporter is necessitated by an interruption of service on an upstream or downstream facility and Transporter can identify the specific shipper on Transporter's system whose upstream or downstream service is interrupted, Transporter will interrupt such specific Shipper.
