Issuance of the Certificate of Origin. 1. The Certificate of Origin shall be issued prior to, at the time of exportation, or no later than three (3) days after the time of exportation.
2. Where a Certificate of Origin has not been issued at the time of exportation or no later than three (3) days from the declared shipment date, due to involuntary errors or omissions or other valid causes, the Certificate of Origin may be issued retroactively but no longer than one
(1) year from the date of shipment and shall be duly and prominently marked “Issued Retroactively”.
Issuance of the Certificate of Origin. 1. The producer, or exporter of the goods or its authorized representative shall apply to an authorized body for a Certificate of Origin in writing or by electronic means if applicable.
2. The Certificate of Origin shall be issued by the authorized body to the producer or exporter of the exporting Party or its authorized representative prior to or at the time of exportation whenever the goods to be exported can be considered originating in a Party within the meaning of this Chapter.
3. The Certificate of Origin shall cover the goods under one consignment.
4. Each Certificate of Origin shall bear a unique reference number separately given by the authorized body.
5. If all of the goods covered by the Certificate of Origin cannot be listed on one page, additional sheets, as set out in Annex 3 to this Agreement, shall be used.
6. The Certificate of Origin (Form CT-3) shall comprise one original and two copies.
7. The copy shall be retained by the authorized body in the exporting Party. Another copy shall be retained by the exporter.
8. Without prejudice to paragraph 4 of Article 6.15 of this Agreement, in exceptional cases, where a Certificate of Origin (Form CT-3) has not been issued prior to or at the time of exportation it may be issued retroactively and shall be marked “ISSUED RETROACTIVELY”.
9. The submitted original Certificate of Origin shall be kept at the customs authorities of the importing Party except in circumstances stipulated in its respective domestic laws and regulations.
Issuance of the Certificate of Origin. The Certificate of Origin (Form VC) shall be issued prior to or at the time of shipment.
Issuance of the Certificate of Origin. Each Contracting Party shall take proper measures to issue certificates of origin for the commodities exported to the other Contracting Party provided that commodities with their last stage of manufacturing process done in the territory of any Contracting Parties shall be regarded as their commodities.

2. In exceptional cases where a Certificate of Origin has not been issued within the time-periods indicated in paragraph 1, due to involuntary errors or omissions or other valid causes, the Certificate of Origin may be issued retroactively, but not more than 12 months from the date of shipment, in which case it is necessary to indicate “ISSUED RETROACTIVELY” in box 14 of Form I-UAE CEPA (Annex 3A).

2. Incases where a Certificate of Origin has not been issued before or at the time of exportation due to involuntary errors or omissions or other valid causes, the Certificate of Origin may be issued retrospectively but no later than one year from the date of shipment.

The Certificate of Origin (Form D) shall be issued by the issuing authorities of the exporting Member State at the time of exportation or soon thereafter whenever the products to be exported can be considered originating in that Member State within the meaning of Chapter 3 of this Agreement.
