JOINT COUNCIL. Certain matters are of such importance in maintaining quality education and high teacher morale that they require continuing study, investigation, and prompt problem resolution. To this end, the parties agree to work through a ten-member Joint Council, five (5) members of which shall be teachers appointed by the Association and five (5) members of which shall be appointed by the Superintendent. The Superintendent of Schools and the UniServ Director may attend at their discretion as ex- officio members. Each party shall have a majority of the voting members from the most recent negotiations. Joint Council shall be a problem-solving body for issues when negotiations are not currently being conducted. 1. Meetings shall be held at least monthly during the school year, unless the co-chair persons agree to fewer meetings. Minutes will be taken and distributed to all participants. 2. Matters investigated or acted upon shall relate to the school system or to individual teacher concerns. Joint Council may act as an alternative body to resolve issues prior to group grievances. 3. Matters which are the subject of an active grievance or which are contained in an active negotiations proposal shall not be considered until the grievance/negotiations have concluded. 4. The Council may appoint various task forces/committees to report on matters requiring in-depth study. 5. If recommendations for problem resolutions are developed, they shall be reduced to writing and forwarded to the Superintendent for prompt action by the Board as additions to District policy. 6. Matters referred to this body by the terms of this Agreement or by the bargaining team(s) shall be considered AUG 1, 2020 20
