Leave Donation Program. Permanent employees may donate annual leave to a designated permanent employee in the employee’s agency who has used all accrued paid leave and anticipated annual leave for the current leave calendar year. The leave is to be used for the recipient’s own catastrophic or severe injury or illness or for the catastrophic or severe injury or illness of a family member or for the absences related to an organ donation by the recipient. The leave also may be used as bereavement leave if the employee’s family member dies and the employee has no accrued or anticipated sick leave available, subject to the limitations in Recommendation 9, Section 6.
