Mandatory Coverage. A. COUNTY may require a UNIT member to work mandatory overtime if voluntary overtime coverage is not found to meet the needs to maintain minimum staffing. A mandatory overtime shift is defined as more than two (2) hours of mandated hours worked. Mandatory shifts will only occur beginning at the start of the shift. B. All efforts shall be made to fill any scheduling needs with voluntary overtime prior to issuing mandatory overtime. Upon determination for the need to select a UNIT member for mandatory overtime, selection will be made from a mandatory list from each shift with minimum qualifications necessary outlined to fill the needed position to ensure largest pool for selection (i.e. firefighter/emergency medical technician “EMT” required role and firefighter/paramedic “PM” required role.) Upon notification of shift and hours mandated, via COUNTY’s electronic notification system, UNIT member may attempt to find voluntary coverage from another qualified UNIT member for the mandated overtime hours so long as the need is fulfilled and will then be relieved from their remaining mandatory shift hours. Mandatory overtime can only be assigned to UNIT members working the shift before the date the overtime is needed, meaning only A-shift personnel will be ordered to work B-shift mandatory overtime, only B-shift personnel will be ordered to work C-shift mandatory overtime and only C-shift personnel will be ordered to work A-Shift mandatory overtime. C. The following limitations or constraints apply to mandatory list rotation: 1. UNIT members are ineligible for mandatory overtime for seventy-two (72) hours from the date of UNIT member’s last mandated shift. 2. UNIT members attending a COUNTY recognized paramedic school or COUNTY sponsored class, seminar or training shall not be assigned mandatory overtime shifts on any dates or times that conflict with either UNIT member’s clinical, class session, or training, except in extenuating circumstances such as a State of Florida or COUNTY declared state of emergency.‌ 3. Shifts associated with instruction, special events, or SWAT callouts will not result in rotation to the bottom of the mandatory list. 4. New UNIT members will not be mandated prior to six (6) months of employment, and that time will be placed at the top of the list; however, new UNIT members remain subject to the possibility of mandatory overtime based on extenuating circumstances. D. Subject to the limitations set forth in paragraph C in this article, mandatory list rotation, as managed by the Battalion Chief no later than the end of each shift, shall occur in the following manner/order: 1. When, and if, a UNIT member works a voluntary overtime shift, that is a minimum of six (6) hours, that UNIT member will be rotated to the bottom of the mandatory list no matter UNIT member’s position on the respective mandatory list. 2. UNIT members with the least number of hours worked, rotate first. 3. If more than one UNIT member has the same amount of mandatory or voluntary overtime hours worked, then UNIT member who worked voluntary overtime will rotate first. 4. If the above circumstances are equal among affected UNIT members, then the UNIT members will rotate in the same order as they are presently listed. 5. This pattern shall repeat until the rotation of affected UNIT members is complete for the overtime hours worked in the affected shift.
