The Meet Point Billing clause establishes the method by which charges are allocated between telecommunications carriers when a call traverses multiple networks. Meet Point Billing. Facilities Based 27.9.1 CLEC and SBC-13STATE will establish Meet Point Billing (MPB) arrangements in order to provide Switched Access via SBC SBC ILLINOISAccess Tandem in accordance with the Meet Point Billing guidelines adopted by and contained in the OBF’s MECAB documents, except as modified herein. Each Party will maintain provisions in its respective federal and state access tariffs, and/or provisions within the National Exchange Carrier Association (NECA) Tariff No. 4, or any successor tariff to reflect the MPB arrangements identified in this Agreement, including MPB percentages. 27.9.2 CLEC and SBC ILLINOIS will implement the Multiple Bill/Single Tariff option. As described in the MECAB document, each Party will render a bill in accordance with its own tariff for that portion of the service it provides. 27.9.2.1 The details of record exchange options available to CLEC from SBC ILLINOIS are set forth in Schedule 27.1 (Recording Appendix). 27.9.3 In the case of tandem routing, the tandem company will provide to the end office company the billing name, billing address, IXC billing contact telephone number, IXC type of service, IXC ACTL and carrier identification code (CIC) of the Interexchange Carriers (IXCs) in order to comply with the MPB Notification process as outlined in the MECAB document. Such information will be provided, on a one-time basis. In the event that the end office company is unable to ascertain the IXC to be billed, the tandem company will work with the end office company to identify the proper entity to be billed.
Meet Point Billing. A. Meet Point Billing (MPB), as supported by Multiple Exchange Carrier Access Billing (MECAB) guidelines, shall mean the exchange of billing data relating to jointly provided switched access calls and Intermediary Traffic. MECAB refers to the document prepared by the Billing Committee of the Ordering and Billing Forum (OBF), which functions under the auspices of the Carrier Liaison Committee (CLC) of the Alliance for Telecommunications Industry Solutions (ATIS). The MECAB document, published by Telcordia as Special Report SR-BDS-000983, contains the recommended guidelines for the billing of Switched Access Traffic and Intermediary Traffic provided by two or more telecommunications carriers. Subject to Carrier providing all necessary information, BellSouth agrees to participate in MPB for Switched Access Traffic (as described in BellSouth’s Tariffs) and Intermediary Traffic. In the event a Third Party Carrier continues to charge BellSouth for Carriers’ Intermediary Traffic, ▇▇▇▇▇▇▇ agrees to keep BellSouth whole for such traffic as stipulated in Section VII C. above. BellSouth shall pass Electronic Message Interface (EMI) 1101 call records to Carrier at no charge. Depending on the delivery medium selected by Carrier, appropriate charges for that delivery medium will be applied. Notwithstanding the foregoing, for purposes of MPB, where either or both of the originating or terminating carrier of Intermediary Traffic does not have MPB capability, Section VII C. will apply. B. Meet Point Billing. 4.1.23.1 AT&T and U S WEST will establish meet-point billing ("MPB") arrangements in accordance with the Meet Point Billing guidelines adopted by and contained in the OBF's MECAB and MECOD documents, except as otherwise mutually agreed to by the Parties. Both Parties will use their best reasonable efforts, individually and collectively, to maintain provisions in their respective federal and state access tariffs, and/or provisions within the National Exchange Carrier Association (NECA) Tariff No. 4, or any successor tariff to reflect the MPB arrangements identified in this Agreement, in MECAB and in MECOD. 4.1.23.2 The Parties will agree on a meet point percentage to enable the joint provisioning and billing of Switched Access Services to third parties in conformance with the Meet Point Billing guidelines adopted by and contained in the OBF's MECAB and MECOD documents and referenced in U S WEST's Switched Access Tariffs. CLEC and NEVADA will establish meet-point billing (“MPB”) arrangements for jointly provided switched access to an IEC, in accordance with the Meet Point Billing guidelines adopted by and contained in the OBF’s MECAB and MECOD documents, except as modified herein. Both Parties will use their best reasonable efforts, individually and collectively, to maintain provisions in their respective federal and state access tariffs, and provisions within the National Exchange Carrier Association (NECA) Tariff No. 4, or any successor tariff to reflect the MPB arrangements identified in this Agreement, in MECAB and in MECOD. 4.2. Each Party shall provide the billing name, billing address, and Carrier Identification Code (CIC) of the lECs that may utilize any portion of CLEC’s network in a CLEC/NEVADA MPB arrangement in order to comply with the MPB Notification process as outlined in the MECAB document. Each Party will be entitled to reject a record that does not contain a CIC code. Such information shall be provided by each Party to the other Party in the format and via the medium that the Parties agree to. 4.4. The Parties agree to comply with the currently effective MECAB guidelines as mutually adopted by the Parties. 4.5. The Parties further agree that in those MPB situations where one Party subtends the other Party’s access tandem, the Party providing the access tandem is only entitled to b▇▇▇ the access tandem fee and any associated local transport charges. The Parties also agree that the Party who provides the end office switching is entitled to b▇▇▇ end office switching fees, local transport charges, RIC and CCL charges, as appropriate, and such other applicable charges. 4.6. NEVADA and CLEC will record and transmit MPB information in accordance with the standards and in the format set forth in this Attachment. Meet Point Billing. In the event that Powertel delivers traffic to or receives traffic from an IXC through GTE’s network, the following terms and conditions apply. Nothing herein obligates Powertel to utilize GTE’s network for the exchange of traffic with IXCs. Nothing herein obligates Powertel to render bills to IXCs for IXC traffic that originates or terminates on Powertel’s network through GTE’s network.
