Method of Filling Permanent, Full. Time, Part-time, and Temporary Vacancies: Vacancies within the bargaining unit shall be filled by appointment, reinstatement, transfer, or demotion. Whenever a Department or Division Head wishes to fill a vacancy, a requisition for an employee shall be submitted to the Town Manager in writing. All applicants for a position shall be considered based on training, experience, references, and other relevant qualifications or performance comparisons.
