The "Minimizing displacement" clause is designed to reduce the extent to which individuals or entities are required to relocate or vacate premises due to a project or activity. In practice, this clause may require the party undertaking the project to explore alternative methods, adjust plans, or implement mitigation measures that keep displacement to a minimum. Its core function is to protect affected parties from unnecessary disruption and hardship, ensuring that any required relocations are justified and limited as much as possible.
Minimizing displacement. Con- sistent with the other goals and objec- tives of this part, owners shall assure that they have taken all reasonable steps to minimize the displacement of persons (families, individuals, busi- nesses, nonprofit organization, and farms) as a result of a project assisted under this part.
