Common use of Modernisation of public administration Clause in Contracts

Modernisation of public administration. The Parties agree to cooperate with a view to constructing a professional, independent and effective civil service in Afghanistan at national and sub‑national levels. Cooperation in this area shall focus on training and capacity building, with a view to: (a) improving organisational efficiency; (b) increasing institutions’ effectiveness in service delivery; (c) ensuring transparent management of public resources, and accountability; (d) improving the legal and institutional framework; and (e) improving policy design and implementation.
