Modifications of this Agreement. 21 Negotiations on any item may be reopened only by mutual agreement of the parties, but any 22 agreement, alteration, understanding, variation, waiver or modification of any of the terms or 23 provisions contained herein shall not be binding upon the parties hereto unless made and 24 executed in writing by the Association and the District.
