Modifications to the Plan. When an administration proposes to make a modification to the Plan, i.e.: – to modify the characteristics of a frequency assignment to a sound broadcasting station shown in the Plan, whether or not the station has been brought into use; or – to bring into use an assignment to a sound broadcasting station not appearing in the Plan; or – to modify the characteristics of a frequency assignment to a sound broadcasting station for which the procedure in this Article has been successfully applied, whether or not the station has been brought into use, or – to cancel a frequency assignment to a sound broadcasting station, the procedure contained in this Article shall be applied before any notification is made under Article 7 of this Agreement.
