No Reply. If an official fails to reply to a grievance within the time limits set out at any Complaint or Grievance Step, the may submit grievance to the next Step of the grievance procedure. At any Complaintor Grievance Step of the grievance procedure,the time limits imposed upon either party may be extended by mutual agreement. The time limits set out at the Complaint or Grievance Steps, including the referral to arbitration, shall exclude the holiday period referred to in Article Union Officer in place of the ▇▇▇▇▇▇▇ at meetings referred to in this Agreement.
