A. Cafeteria and recess duties for grades K-5 will be done by aides except when an aide is absent and no substitute is reasonably available.
Section 7.4. Bargaining unit members may leave the building during duty-free lunch period time provided the practice is not abused and a responsible person in the office is notified prior to departure.
A. One (1) day of lesson plans shall be readily available for the substitute teacher in the case when a teacher is out.
B. Provided that obligations for planning time and duty-free lunch are met, certified professionals in grades 6-12 can be assigned other student supervisory duties that do not require planning, such as hall duty, cafeteria duty, internal suspension room duty, student support center, bus duty, and emergency team duty within the teacher work day.
C. Teachers may do so voluntarilyshall be required to respond to parent telephone calls, howevere-mails, with or other messages within two (2) school days of receipt as long as a telephone is available. The district agrees to provide and identify a district phone(s) in a private area for making such calls.
D. Teachers shall make every effort to keep parents updated if there is a significant drop in a student’s grade, performance or behavior.
E. Teachers shall designate one day per week on which they shall make themselves available after school for student assistance. Said day shall be designated by no later than the advance approval first student day of their Principal or immediate supervisorthe school year for Grades 6-12.

Teachers may be required to perform arrival and dismissal duties as needed within the scheduled seven-hour ten-minute day. Full credit may be given for previous outside teaching experience upon initial employment. Credit may be given for related work outside the teaching field upon initial employment. Teachers will be notified in writing of their Principal programs for the upcoming school year, including the schools to which they will be assigned, the grades and/or subjects they will teach, and any special or immediate supervisorunusual classes they will have, as soon as practicable, but not later than sixty (60) days prior to the start of school. The Association recognizes that unforeseen circumstances may cause changes in assignments after written notices have been given. In order to assure that pupils are taught by teachers working within their areas of competence, teachers will be hired and assigned to positions in accordance with the Licensure Requirements of the Department of Elementary and Secondary Education of the Commonwealth. Changes in grade assignment in the elementary schools and in subject assignment in secondary schools will be voluntary to the extent possible. Although the Committee and the Association recognize that some transfer of teachers from one school to another is unavoidable, they also recognize that frequent transfer of teachers is disruptive to the educational process and interferes with optimum teacher performance. However, the School Committee reserves the right to assign teachers to schools as necessary, but will protect the teacher’s rights, responsibilities and salary. When reduction in the number of teachers in a school is necessary, volunteers will be considered first for transfer. When involuntary transfers are necessary, a teacher’s area of competence, field of licensure, quality of performance, and length of service in the Walpole Public Schools, will be considered in determining which teacher is to be transferred. Teachers being involuntarily transferred will be transferred only to a comparable position. An involuntary transfer will be made only after a meeting between the teacher involved and the Superintendent (or his/her designee), at which time the teacher will be notified of the reasons for the transfer and will have the opportunity to state his/her views. A list of open positions in other schools will be posted in all school buildings, and teachers affected will be notified. Teachers desiring a transfer or a change in grade or teaching assignment will submit an application to the Superintendent stating the assignment preferred. Receipt of all such applications will be acknowledged by the Superintendent in writing within two (2) weeks. Notice of transfer will be given to teachers in writing within three (3) school days of such decision, but during vacation periods within three (3) calendar days. Before a teacher is assigned or transferred to a particular school, the principal of the school in question will be consulted regarding said assignments or transfer.

The COMMITTEE agrees State and Federal Regulations which require that to the extent possible, clerical aides teachers fill out information on forms connected with state and paraprofessionals federal programs will be provided to perform non-teaching duties for teachers. I. When respective schools have adequate software, howeverhardware, with and networking infrastructure to make electronic entry of attendance and report card grades practical and reasonable in relation to the advance approval teacher work day, and teachers have received adequate training, then teachers will enter report card grades and student attendance information electronically. The Parties shall form a Joint Committee to address the issues relating to teacher use of technology, i.e. electronic grading, progress reports, software, computer use, training, resources, time, etc. Representatives of the Parties will meet promptly following tentative agreement to begin the process of addressing these important issues. This Advisory Committee shall present its recommendations for any changes to the Parties for their Principal or immediate supervisorconsideration.

Envelopes containing money for such purposes may be collected provided that teachers' responsibility is limited to collection and forwarding to the office.
C. In the event that a teacher collects money for an educational purpose, such money shall be turned in to the school principal or principal’s designee by the end of the school day.
D. In order that counselors may be effective in their positions in working with students, efforts will be made in each school where counselors are employed to prioritize counseling duties in their assignments and avoid placing them in an authoritative position with students.
E. The Board will make every reasonable attempt to ensure that teachers receive the necessary resources in order that they will not be required to perform non-teaching duties for teachers. The COMMITTEE or its designees and may request teachers to perform these duties focus their attention on a voluntary or on a stipend basisprofessional duties.

H. Employees will not be required to activities, which take place away from the work high school building. Teachers may do so voluntarily, however, with the advance approval graduation outside of their Principal duty day. If an employee’s school is closed due to graduation ceremonies, the employee is allowed to use personal or immediate supervisorsick leave in lieu of alternative assignments such as professional development, substitute teaching and working at an alternative site.
I. School based employees will be required to attend one Open House event that will not exceed two hours. In the month in which Open House occurs only two faculty(2) meetings will be held. In the week of Open House no other required meetings will be held.

Passing- period duty will include at a certain number of non-teaching duties existminimum teachers being outside their classroom during passing time to insure students move in an orderly fashion.
B. The COMMITTEE agrees State and Federal Regulations which require that to the extent possible, clerical aides teachers fill out information on forms connected with state and paraprofessionals federal programs will be provided to perform non-teaching duties for teachers. The COMMITTEE or its designees may request teachers to perform these duties on a voluntary or on a stipend basisdone by the teacher.
C. The COMMITTEE agrees that teachers With regards to the filling out of any forms or cards, the past practice at the elementary and/or secondary schools will be continued.
D. Teachers will not be required to supervise High School and Middle School cafeterias and lavatories. Non-teaching duties shall be assigned among all teachers in a building on a rotating roster basis. The non-teaching duties currently assigned are: When a teacher at the secondary level is assigned to cover a class for a teacher who is absent, that is considered to be a study hall assignment.
D. The ASSOCIATION and COMMITTEE agree that the enumerating of attendance and the grading of students are integral parts of the teacher function; at fill out or maintain Massachusetts State Attendance Registers but will sign the same timewhen, they agree that the keeping of registers and the posting of other records will be performed by non-teaching personnelif, required.
E. It is agreed that, while it is necessary on occasion for teachers to collect money for non-educational purposes, teachers Teachers will not be required to tabulate or account for such moneyperform duties set forth in A & B above during preparation periods.
F. The COMMITTEE agrees, within the space limitations with which it is confronted, that suitable office and working space will be provided for teachers.
G. Teachers will not be required to drive pupils to activities, activities which take place away from the school building.
▇. Teachers In the event of a dispute as to whether a duty is a teaching duty or a duty necessarily implied by and attendant to the position of teacher, an arbitrator will be empowered to make a determination on the job duty in dispute.
H. At the high school, teachers may do so voluntarilybe assigned to corridors and common areas to supervise students during passing time before or between assigned periods. Such supervision shall not include supervision of student restrooms. The provisions of this paragraph shall not apply to nurse educators. Nurses shall remain in their respective offices.
I. When respective schools have adequate software, howeverhardware, with and networking infrastructure to make electronic entry of attendance and report card grades practical and reasonable in relation to the advance approval teacher work day, and teachers have received adequate training, then teachers will enter report card grades and student attendance information electronically. The Parties shall form a Joint Committee to address the issues relating to teacher use of technology, i.e. electronic grading, progress reports, software, computer use, training, resources, time, etc. Representatives of the Parties will meet promptly following tentative agreement to begin the process of addressing these important issues. This Advisory Committee shall present its recommendations for any changes to the Parties for their Principal or immediate supervisorconsideration.
J. To the extent possible, schools will determine uniform and consistent district-wide dates for the closing of grades and the distribution of report cards. Schools will allow for no less than five (5) days between the closing of grades and the distribution of grades.

NON-TEACHING DUTIES. A. The COMMITTEE Committee and the ASSOCIATION Association acknowledge that a teacher's primary responsibility is to teach and that his/her professional qualifications are best utilized in the conduct of teaching duties. The COMMITTEE and the ASSOCIATION also recognizeenergies should, however, that a certain number of non-teaching duties exist.
B. The COMMITTEE agrees that to the extent possible, clerical aides and paraprofessionals be utilized to this end. Therefore, they agree:
A. Non-teaching personnel will be provided used to perform non-teaching duties supervise cafeterias, except as allowed in the third paragraph of this section; study halls, except as allowed in Paragraph Four, playgrounds and office detention duty. Learning Centers shall be defined as, but not limited to, the areas set aside for the educational purpose of student study halls, student tutorial assistance, guidance, counseling service, and individualized instructional aid, under the supervision of teachers. The COMMITTEE or its designees Teaching personnel may request teachers be used to perform these duties supervise cafeterias at the Senior and Middle Schools on a voluntary or basis. If a teacher elects to volunteer, the compensation shall be at the rate of seven dollars ($7) per scheduled lunch period. All High School and Middle School teachers, except those listed in the paragraph below, may be assigned to supervise such learning centers up to two (2) periods per six-day cycle, not to exceed 90 minutes. As far as possible, learning centers will be scheduled not to exceed a ratio of 35:1 at the High School and 26:1 at the Middle School. All High School teachers who participate in the High School Evaluation will receive 1 PDP for each hour that is spent in this process. These PDP's will be distributed on a stipend basis.monthly basis by the Chairperson of the Committees on which the teacher services. All teachers, excluding nurses, coordinators, school adjustment counselors, school psychologists, other clinical staff and guidance counselors will be assigned to the learning center on, an equitable basis but not more than provided for above. Additionally, other SPED positions will not be scheduled to supervise learning centers, but may be assigned to serve as emergency back-up supervisors when the primary study teacher and the coverage teacher are absent. Bus duty will be performed by teachers in accordance with the agreements made between the Association and the

NON-TEACHING DUTIES. A. The COMMITTEE and
(a) It is agreed that the ASSOCIATION acknowledge that a teacher's primary responsibility is to teach and to otherwise supervise the children s/he teaches. Therefore, clerical assistance will be provided for teachers when it is necessary and when the teacher indicates such need at least one (1) day prior to such time assistance is needed.
(b) Elementary school teachers shall not be required to perform playground duty before or after school or during the lunch recess, bus duty, school crossing duty or lunch duty.
(c) The practice of returning insurance monies by direct mail shall be instituted immediately. However, where a child returns the envelope to the teacher, it shall be the responsibility of that histeacher to make arrangements within her/her professional qualifications are best utilized in his classroom for collection of same.
(d) Teachers shall be responsible for the conduct collection of milk and lunch money. Where the teacher chooses not to collect same, s/he shall make arrangements for the collection of these monies within the classroom.
(e) Teachers shall not be required to correct standardized tests.
(f) The definition of the above duties as "non-teaching duties" shall not in any way be deemed not to require teachers, as part of their regular assignments, to perform normal disciplinary and supervisory functions in whatever portion of the school buildings that such is required. The COMMITTEE Such discipline and supervision outside the ASSOCIATION classroom shall be exercised in a manner consistent with administrative policy.
