Notification of Lack of Substantial Completion. If the Architect does not consider the work substantially complete, the Architect will notify the Contractor giving reasons in support of his or her determination. Failure on the Architect's part to list a reason does not alter the responsibility of the Contractor to complete all items as reflected in the Scope of Work in accordance with the terms of Contract Documents.
