Obligations to Continue. Notwithstanding the following provisions of this clause 23, the Supplier shall at all times proceed without delay to perform the supply of the Goods. The Company must not withhold payment from the Supplier which is due and payable in respect of the Goods but the Company may at its discretion, and pending resolution, withhold payment of such portion of money as may relate to the matter in dispute.
