Observation Conferences a) A pre-observation conference shall occur between the evaluator and the teacher not less than three (3) working days prior to each formal observation unless both parties agree otherwise. At the pre- observation conference, the teacher may provide evidence for the work situation to be observed. b) A post-observation conference shall be held after each formal observation. The post-observation conference shall take place not more than ten (10) working days following the formal observation. Teachers shall be given the opportunity to provide evidence, which must be utilized to inform the evaluator’s rating in all areas of the observation and shall include a discussion of the progress being made on the teacher’s professional growth or improvement plan. c) The evaluator shall provide the teacher with all observation reports, either written or digitally made available.
Observation Conferences. All observations shall be preceded by a pre-observation conference between the credentialed evaluator and the teacher within five (5) working days of the scheduled evaluation. At the pre-observation conference, teachers shall provide evidence for the classroom situation to be observed on the pre- observation form in Appendix B and the parties shall agree to the date, class, and/or prep for the observation. A post-observation conference shall be held after each observation on a full evaluation cycle year. The post observation conference shall take place within ten (10) working days following the formal observation. During the less frequent evaluation cycle, a post conference is available upon request.

The evaluator shall provide the teacher with copies of all written documentation including but not limited to data from pre-observation conferences recorded on OTES rubric, notes, scripting evidence from formal observations recorded on OTES rubric, artifacts, and classroom walkthrough data recorded on walkthrough forms, evidence collected during formal observations and walkthroughs. 4. A teacher may request one (1) formal observation at any time in addition to those required by this procedure, scheduled in collaboration between the teacher and evaluator. 5. Formal observations shall not disrupt and/or interrupt the classroom learning environment. 6. All written information pertaining to evaluation shall be signed by the evaluator who is conducting the evaluation and the certificated/licensed staff member who is being evaluated, before such evaluation is submitted to the superintendent. 7. Such signature by the certificated/licensed staff member does not necessarily indicate agreement with the content of the report. 8. No additional evaluation comments may be added by the evaluator after the evaluation has been signed by the certificated/licensed staff member. 9. Both the certificated/licensed staff members and evaluator may react in writing to one another’s comments. 10. All evaluation records, including the results of observations, written suggestions to the certificated/licensed staff member shall be in duplicate, one copy to be maintained by the administration in the official file and one copy to be maintained by the certificated/licensed staff member.

The post-conference following the second formal, or any subsequent, observation(s) will provide the teacher and his/her evaluator an opportunity to discuss the observations notes and determine progress and/or growth in the identified focus area.

Employees at their option 5 will be entitled to a conference to discuss said report. No observation report will be 6 submitted to the central office, placed in the employee's file or otherwise acted upon 7 without prior conference and the employee given an opportunity to sign the report.

PROFESSIONAL DEVELOPMENT PLANS: All certified employees are required to 33 submit a professional development plan (PDP) every year. 34 a. The PED regulation requires that the teacher and administrator create the plan 35 collaboratively no later than forty (40) days after the first day of each school year 36 or forty (40) days after hire date. 37 b. The plan must have measurable objectives and be based on the nine teacher 38 competencies and indicators for the teacher’s licensure level, the previous year’s 39 annual evaluation and assurance that the teacher is highly qualified in the core 40 academic subjects that the teacher teaches. 41 c. The PDP should include measures for determining progress, an action plan 42 including key actions, person(s) responsible for the action, resources, timelines 43 and desired results. 1 d. Upon signing the PDP, it is the certified employee’s responsibility to meet the 2 goals agreed upon, and it is the evaluator’s responsibility to provide the support 3 and agreed upon assistance to meet these goals.
