Order of Lay-off. The Employer agrees that should any lay-offs occur, the Employees to be affected shall be decided by the department head, taking seniority and job qualifications into consideration. Seniority shall mean each person’s respective seniority on this project only, with permit members being the first to be laid off, and members of the Union being the last Employees to be laid off, provided such Employee has the ability to perform the remaining work
