Order of Recall. Employees shall be recalled from layoff in reverse order of the layoff provided that they are currently qualified to perform the work in the job classification to which they are recalled as provided by this Article. No new employee shall be hired until employees on layoff have been given an opportunity to return to work. After twelve (12) consecutive months of layoff such re-employment rights shall cease.
