OTES Teacher Evaluation. A. Evaluations for those teachers who are employed under a license issued under Section 3319.22 of the Ohio Revised Code or a professional or permanent teacher’s certificate issued under former section 3319.222 of the Ohio Revised Code, and who spend at least fifty percent (50%) of the time employed providing student instruction, evaluations shall be conducted in accordance with the provisions of Ohio Revised Code Sections 3319.111 and 3319.112, and this Article, on forms created by the Ohio Department of Education. B. Evaluations 1. Each evaluation shall be comprised of two components: performance and student academic growth. Each of these components shall be equally weighted, comprising fifty percent (50%) of the final summative evaluation. a. When applicable, the value-added progress dimension shall be used in the student academic growth portion of an evaluation in proportion to the part of a teacher's schedule of courses or subjects for which the value-added progress dimension is applicable. b. If a teacher’s schedule is comprised only of courses or subjects for which the value-added progress dimension is applicable, the entire student academic growth factor of the evaluation shall be based on the value-added progress dimension. c. When the value-added progress dimension does not apply, student growth measures will be based on Student Learning Objectives (“SLOs”), approved Vendor Assessments, or any other state approved measure. d. A student who has forty-five (45) or more absences for the school year will not be included in the determination of student academic growth. 2. Except as noted otherwise in this section, there shall be at least one evaluation conducted each year which must be completed by May 1 with a written report issued to the teacher by May 10. a. The Board may evaluate a teacher who received a rating of Accomplished on the teacher’s most recent evaluation conducted under this section once every three (3) school years, so long as the teacher’s student academic growth measure, for the most recent school year for which data is available, is average or higher, as determined by the department of education. b. The Board may evaluate a teacher who received a rating of Skilled on the teacher’s most recent evaluation conducted under this section once every two (2) school years, so long as the teacher’s student academic growth measure, for the most recent school year for which data is available, is average or higher, as determined by the department of education. c. In any year that a teacher is not formally evaluated pursuant to paragraphs (a) and (b) as a result of receiving a rating of Accomplished or Skilled on the teacher’s most recent evaluation, at least one formal observation and at least one conference will be held. 3. The Board may elect not to conduct an evaluation of a teacher who: a. Was on leave from the School District for fifty percent (50%) or more of the school year, as calculated by the Board; or b. Has submitted a notice of retirement that has been accepted by the Board not later than the first (1st) day of December of the school year in which the teacher is retiring and in which the evaluation is otherwise scheduled to be conducted. 4. An Evaluation shall consist of at least two observations and at least two “informal observations” known as classroom walkthroughs.
