Ownership of Recyclables. All recyclables placed for Collection by residents shall remain the responsibility and ownership of the residents until picked up by <Company Name>. The City requires that all collected Recyclables must be delivered to the Recycling Processing Facility; there shall be no scavenging of materials set out by residents.
