Parent Communication. 1. The District will ensure meaningful communication of school-related matters, specifically special education related matters, with national-origin minority limited-English proficient parents and guardians (EL parents) of students enrolled at Glendale Middle School. The District will: a. Develop a list of its EL parents at Glendale Middle School who require translation or interpreter services regarding special education related matters. The District will also notify its School teachers who have students whose parents are EL and are in need of communication services, staff members, and administrators of the names of their EL parents who need communication services regarding SPED matters. b. Notify parents with a District or School point of contact for any questions regarding how to access interpreter services or translated documents. The notification will be provided in the language(s) understood by parents. c. Train appropriate Glendale Middle School staff on its policies and procedures for effectively communicating with EL parents. Training will include: (1) when and how to obtain qualified language assistance, (2) the importance of effective communication with EL individuals, (3) use of interpreters when staff receive or make calls to language- minority individuals, (4) how to work effectively with interpreters, (5) the impact of ethnic and cultural differences on effective communication, and (6) applicable record- keeping procedures and reporting requirements. d. Determine the appropriate mix of interpreter and translation services it needs to communicate effectively with EL parents about special education related matters. The District will also develop criteria for determining which District documents will be translated for EL parents. The District will translate and make available written translation for appropriate distribution and will remind its School staff members that these are available and are to be used appropriately. For those languages that are less prominent or where translation is not feasible, the District will ensure that parents and students have been advised, in a language that they understand, of who to contact in the District if they need assistance in understanding notices or communicating with District staff members and appropriate District services will be provided. e. Survey whether EL parents at the School have been consistently notified of SPED related matters to ensure that communication needs of the ELL parents are being timely and effectively met through appropriate use of interpreters and translators. The District will notify OCR of its results and any recommendations where needed improvements were noted.

The District will include in its Plan policies and procedures to ensure meaningful communication of school-related matters, specifically special education related matters, with national-origin minority limited-English proficient parents and guardians (EL parents) of students enrolled at Glendale Middle Schoolits schools. The Plan will specify how the District will:will provide language assistance and address all relevant communication provisions of this agreement. The Plan will address how the District will self-monitor implementation of its procedures. a. Develop a list of its EL parents at Glendale Middle School who require translation or interpreter services regarding special education related matters. The District will also establish methods to notify its School teachers who have students whose parents are EL and are in need of communication servicesall parents, staff membersincluding national-origin minority LEP parents, and administrators of the names of their EL parents who need communication services regarding SPED matters. b. Notify District’s Plan. The notification will also provide parents with a District or School point of contact for any questions regarding how to access the Plan and for assistance in accessing interpreter services or translated documents. The notification will be provided in the language(s) language understood by the parents. Notification will be completed by June 30, 2017. c. Train b. By February 28, 2017, the District will develop a list of its national-origin minority LEP parents who require translation or interpreter services. More specifically: i. Each school will notify appropriate Glendale Middle School teachers and administrators of the names of their national-origin minority LEP parents who require translation and interpreter services. ii. The District will train appropriate staff on its policies and procedures for effectively communicating with EL national-origin minority LEP parents. Training Interpreter and translator training will include: (1) when and how to obtain qualified language assistance, (2) the importance of effective communication with EL LEP individuals, (3) use of interpreters when staff receive or make calls to language- minority individuals, (4) how to work effectively with interpreters, (5) the impact of ethnic and cultural differences on effective communication, and (6) applicable record- record-keeping procedures and reporting requirements. d. Determine the appropriate mix of interpreter and translation services it needs to communicate effectively with EL parents about special education related mattersiii. The District will also develop criteria for determining which implement a record-keeping system of interpreter and translator services requested. The system will track the primary language of the parents and their names, and a procedure to monitor that communication needs of the national-origin minority LEP parents are being timely and effectively met through appropriate use of interpreters and translators. iv. For predominant language groups, as determined by the District, the District documents will be translated for EL provide, to the extent feasible, written translations to national-origin minority LEP parents of those notices that are sent to other parents. The Accordingly, by May 5, 2017, for those documents routinely provided, the District will translate and make available written translation translations (particularly regarding parent notices on special education- related matters, grade and progress reports, and notices to parents about standardized testing information) for appropriate distribution distribution, and will remind its School staff members that these translated documents are available and are to be used appropriately.
