Particular Methods of Procurement of Goods and Non Consulting Services. (i) Except as otherwise provided in sub-paragraph (ii) below, goods and non-consulting services shall be procured under contracts awarded on the basis of National Competitive Bidding (NCB), subject to the following additional procedures: NCB shall follow the Recipient’s procurement procedures, subject to the following additional procedures: (a) the Recipient’s standard bid documents for procurement of goods, works, and non-consulting services shall be used; (b) if pre-qualification is used, the World Bank’s standard prequalification document shall be used; (c) margin of preference shall not be applicable; (d) bidders shall be given a minimum of thirty (30) days to submit bids from the date of availability of the bidding documents; (e) use of merit points for evaluation of bids shall not be allowed; (f) foreign bidders shall not be excluded from participation; (g) results of evaluation and award of contract shall be made public; (h) in accordance with para.1.14(e) of the Procurement Guidelines, each bidding document and contract financed out of the proceeds of the Grant shall provide that: (1) the bidders , suppliers, contractors and subcontractors shall permit the World Bank, at its request, to inspect their accounts and records relating to the bid submission and performance of the contract, and to have said accounts and records audited by auditors appointed by the association; and (2) the deliberate and material violation by the bidder, supplier, contractor or subcontractor of such provision may amount to an obstructive practice as defined in paragraph 1.14(a)(v) of the Procurement Guidelines. (ii) The following methods, other than National Competitive Bidding, may be used for procurement of goods and non-consulting services for those contracts specified in the Procurement Plan: (A) Limited International Bidding; and (B) Shopping.

(ii) The following methods, other than National International Competitive Bidding, may be used for procurement of goods and non-consulting services for those contracts which are specified in the Procurement Plan: (A) Limited International National Competitive Bidding, subject to the provisions of sub-paragraph (iii) below; and (B) Shopping; (C) Direct Contracting; and (D) Force Account. (iii) For the purposes of the National Competitive Bidding (NCB) procedures referred to in paragraph (c)(ii) above for the procurement of goods, works and non-consulting services to be financed under this Agreement, the following modifications and additions shall apply: (A) four (4) weeks shall be provided for preparation and submission of bids, after the issuance of the invitation to bid or availability of the bidding documents, whichever is later; (B) the general procurement Notice will be advertized in UNDB; (C) invitations to bid shall be advertised in at least one widely circulated national daily newspaper; (D) minimum experience, technical and financial requirements of the bidders shall be explicitly stated in the bidding documents, including for alternative bids; (E) the Recipient shall use the World Bank’s Standard Bidding Documents in the procurement of goods, works and non-consulting services and other bidding documents, such as the existing national Standard Bidding Documents, acceptable to the World Bank shall be modified in order to meet the exceptions authorized under NCB; and (1) no preference shall apply under National Competitive Bidding; (2) eligible firms, including foreign firms, shall not be excluded from the competition;
