Payroll Costs. Payroll costs shall include costs for employees in the direct employ of Contractor in the performance of the Work under schedules of job classifications agreed upon by Owner and Contractor. 11.1.1.1.1 Such employees shall include, without limitation, superintendents, forepersons, and other personnel employed full-time at the Site. Payroll costs for employees not employed full time on the Work shall be apportioned based on their time spent on the Work. Payroll costs shall include, but not be limited to, salaries and wages plus the cost of fringe benefits, which shall include social security contributions, unemployment, excise and payroll taxes, workers' compensation, health and retirement benefits, bonuses, sick leave, and vacation and holiday pay applicable thereto. The expenses of performing Work after regular working hours, on Saturday, Sunday, legal holiday, or Owner holiday shall be included in the above only to the extent authorized in writing by the Contracting Officer. Regular working hours shall be limited to Monday through Friday, 7:00 AM to 3:30 PM EST, unless otherwise stated in the applicable Specification or approved by Owner in writing. 11.1.1.1.2 Such employees shall also include engineers, engineering technicians, architects, and others providing design professional services. For purposes of this Section 11.1.1.1, Contractor shall be entitled to payment for such employees an amount equal to salary costs times a factor, both as designated in the Contract Documents, for all services performed or furnished by such employees engaged in the Work.
