Peer Assistance and Review Par. 15.1 The Peer Assistance and Review Program shall be established in accordance with the Education Code (E.C. 44500). Peer Assistance and Review Par. 15.1 A. The San ▇▇▇▇▇▇▇ Teachers Association (Association) and the San ▇▇▇▇▇▇▇ Unified School District (District) strive to provide the highest possible quality of education to the students of San ▇▇▇▇▇▇▇. The parties believe that all permanent teachers, must focus on continuous improvement in their professional practice. Therefore, the parties agree to cooperate in the design and implementation of a program to improve instruction through peer assistance and professional accountability. The PAR program encourages a cooperative relationship between the Consulting Teacher, Participating Teacher and the Principal with respect to the process of peer assistance and review. Teachers referred to the program are viewed as professionals who are entitled to have resources available to facilitate performance improvement. B. Peer Assistance and Review Program Panel (PRP) 1. All members of the PAR Panel and all Consulting Teacher(s) shall be established trained in accordance process and procedures. 2. The PAR Panel shall consist of five (5) members. There shall be two administrators chosen by the Superintendent and three teachers chosen by the Association for a term of two years. A panel member may be reappointed. A vacancy shall be deemed to exist in the case of resignation, change of assignment, inability to serve or death. If such a vacancy occurs, a replacement shall be chosen by the Superintendent or Association, whichever is applicable per terms of contract. 3. The PAR Panel shall establish the operational procedures of the Panel, including the method for the selection of a Chairperson. 4. The PAR Panel shall establish its own meeting schedule. To meet, two-thirds of the members of the PAR Panel shall be present. In order to carry out their responsibilities, members of the Panel shall be provided release time. If it is necessary to work beyond their regular workday, they shall be compensated at the District=s certificated hourly rate of pay. 5. The PAR Panel shall be responsible for selecting Consulting Teachers (defined in Section D), evaluating Consulting Teachers, and cooperating with the Education Code (E.C. 44500)District in designing the in-service training. It is intended that all documentation and information related to allow exemplary unit members to assist permanent unit members who have received an unsatisfactory final evaluation. Peer Assistance and Review Par. 15.1 This Article is intended to implement the provisions of Chapter 4 of the Statutes of 1999 with respect to the Peer Assistance and Review program (PAR), as it may be amended, and any applicable regulations. The Escondido Elementary Educators Association and the Escondido Union School District strive to provide the highest possible quality of education to the students assigned to the district. Both parties agree that optimum student performance can be achieved only if there is a fully qualified teacher in every classroom. In order for students to succeed in learning, teachers must succeed in teaching. The parties believe that all teachers, even the most skilled, must focus on continuous improvement in their professional practice. The parties agree to cooperate in the design and implementation of a professional development program to improve the quality of instruction through expanded and improved staff development, peer assistance, and professional accountability. The parties agree the focus of the Peer Assistance and Review Program shall be established in accordance with to provide assistance, not to evaluate Bargaining Unit Members. Teachers recommended to the Education Code (E.C. 44500). program are viewed as valuable professionals who are entitled to have resources available to them to enhance continuous performance improvement. B.
