Performance Appraisals and Progress Reports. Performance appraisal documents are designed to coach and develop employees and as such are not disciplinary documents. The employee will be shown a copy of performance appraisals and progress reports before they are placed in their Human Resources file. The employee may add their comments to the report before it is entered in the file. The employee has the right to consult with a union representative prior to providing their written comments. The employee will be provided a copy of the performance review and any other information they request from their file. Approved leaves of absences will not be considered punitive in a performance appraisal.
