Phase I and II Location. No later than March 15, 2012, Licensee shall select and identify to PA a location where it proposes to construct the Unit within the Territory. PA shall review the suitability and feasibility of the site and, after appropriate study and in its reasonable discretion, shall notify Licensee if such site is approved. Licensee shall not commence construction of Phase I without PA’s approval.
