Phase I - Preliminary Design. 2.2.1 After receiving the Notice to Proceed for Phase I, Engineer shall perform the following Phase I services during the Project: .1 Prepare a Preliminary Engineering Report (PER) which contains the findings and recommendations resulting from this Phase of work. Follow the guidelines in Exhibit A-1, at a minimum, and as further described in the Notice to Proceed. .2 Prepare and participate in the Technical Review Committee (TRC) meeting, as further described in Article 2 of this Contract. .3 The Engineer shall submit a Schedule of Design Activities that contains actual dates, based on the date of the Notice to Proceed and the number of calendar days from Exhibit “B” milestones. 2.2.2 Upon completion of the review of the PER by TxDOT and the City, the Director will return to the Engineer the documents with comments. It is the responsibility of the Engineer to coordinate with each reviewer any issues that are unclear, or that are in conflict with other comments, or that do not give clear direction on the extent of the Project. It is the responsibility of the Engineer to coordinate with TxDOT and the Inter-Agency Coordination Committee through the Director. Upon completion of this coordination effort the Engineer shall obtain clear direction regarding all issues involved in the design of this Project. 2.2.3 Acceptance of the design by the Director is subject to TXDOT approval. At the acceptance of the roadway design determined in the Technical Review Committee, the Director shall issue to the Engineer a notice to proceed for the preparation of right-of-way and easement acquisition documents, which must be delivered to the Director. All acquisitions shall be approved prior to authorizing their survey. All right-of-way easement and acquisition documents, as well as survey, must be in the form required by TxDOT, and are subject to TxDOT approval. 2.2.4 Throughout the Phase I design process, periodic meetings shall be held, either by phone or in person, to review the progress of the design. These meetings shall include Project kickoff meeting hosted by TxDOT. Additional meetings may be initiated by TxDOT or the Director, held at the City of Houston office or at the TxDOT office, and include the Engineer, Consultants (if needed), the Director, TxDOT representatives, and any other applicable parties. The Engineer shall prepare minutes of each meeting within 3 days of each meeting and provide a copy to all meeting participants. Engineer shall complete a Design Concept Conference form for use by TxDOT that includes typical sections and a cost estimate.
