Position Changes. A position change may be either a promotion or demotion. A promotion shall be defined as an increase in hours and/or an increase in the hourly rate of pay. A demotion is a decrease in the number of hours per week in the new position or a decrease in the hourly rate in the new position. Position changes within the bargaining unit shall be made on the basis of qualifications and seniority. There are two (2) classifications - security monitor and clerical classifications. Qualifications, as outlined in the job description, may be determined by testing and by evaluations of the employee’s work. The employer agrees to develop tests and evaluation procedures and instruments. When the employer requires testing to establish an employee’s qualifications for a job, the skills tested shall be uniform for all applicants or candidates for a position. In the event the senior applicant is not awarded the job, reason for denial shall be given to the employee in writing. When the employee is awarded the new job, the employee will move to the appropriate step of the pay schedule.
