Preliminary Design Conference. The Engineer shall plan and coordinate a Design Concept Conference (DCC) to discuss and document design parameters for the project, including typical section elements such as lane width, shoulder width and buffer width, design speed, ramp design parameters and, other roadway elements. The Design Concept Conference shall be attended by the Engineer, the State and other stakeholders identified by the State. The Engineer shall prepare and submit a preliminary Design Summary Report (DSR) to the State for review and approval and shall lead an initial Kick-Off Meeting to establish and agree on fundamental aspects and concepts and to establish the basic features and design criteria for the project.
