The Professional shall prepare a PER that includes 30% design plans and describes the scope of the Project for final design, right- of-way requirements, easement requirements, permitting, constructability, OPCC, and schedule. The PER shall include Project implementation, phasing, and packaging for all portions of the Project. The Professional shall submit a draft PER for NBU review and comment as well as a final PER incorporating all NBU comments. The final PER shall be submitted within 30 days of receiving final NBU comments.
