Primary Documents. A. Prior to the Effective Date of this Agreement, Navy has completed and transmitted the following draft Primary Documents listed below to EPA, Interior, and the Commonwealth for review and comment. These documents are identified in Appendix D to this Agreement. B. All Primary Documents shall be prepared in accordance with the NCP and applicable EPA Guidance. Navy shall complete and transmit drafts of the following Primary Documents and their amendments to EPA, Interior, and the Commonwealth for review and comment in accordance with the provisions of this Section: 1.
