Procedure for Specific Recipient Reporting. For payments that a participating FFI receives as an intermediary and that are subject to withholding under chapter 4 or backup withholding under section 3406 (described in section 4.01(D) of this agreement), that participating FFI may provide specific recipient information instead of pooled chapter 4 withholding rate information on the withholding statement regarding any (or all) recipients that are recalcitrant account holders or nonparticipating FFIs.
