PROFESSIONAL QUALIFICATIONS AND ASSIGNMENTS. 14.1 Any teacher who meets the following requirements on or before September 1 of the fiscal year shall be issued a professional service contract: 14.1-1 Holds a regular or professional certificate as defined by State Board Regulations and as prescribed by Statute 1012.
