Programme of Works. The Developer shall prior to the commencement of any of the Highway Works submit to the Director for his approval a programme of works setting out the Developer’s proposed timetables for executing the Highway Works and following such approval (which may be given with or without modification but which shall not be unreasonably withheld or delayed) the Developer shall use all reasonable endeavours to ensure that the programme of works is complied with
