Project Attributes. A. The attributes of the Project, including the primary and secondary contact, partners, equipment, and scope either described in the application or determined during negotiations (Listed Equipment) are described in the table(s) below. All Project attributes for which PSE pays to Recipient any Award funds under this Agreement must be listed in the Budget Template (Appendix B) and approved in advance by PSE. B. If Recipient determines a procurement process is needed prior to selecting Listed Equipment, Recipient shall ensure that all procurement efforts seek to meet the Technical Requirements included in Appendix A. PSE will accept non-QPL products as eligible if they are later qualified and added to the PSE QPL after the execution of this Agreement, or upon PSE discretion during application review. If an Award is made to a Recipient, with the equipment undefined pending a procurement process, the Recipient shall submit a change request to PSE once the equipment is identified. C.
