Project Initiation and Planning. Purpose: To provide overall execution and financial management of the project, including the City of Lancaster (City) and Caltrans coordination, coordination with local, state and federal regulatory agencies. This effort will also include tracking progress of the work, administering subcontracts, preparing monthly invoices, and conducting project related meetings. It is assumed that Caltrans will provide Independent Quality Assurance (IQA) oversight during the PSR-PDS process.
